The scientific community’s appeal for the preservation of the Studenica River was supported by more than 200 scientists

We, the undersigned scientists, hereby express our deep concern and strong opposition to the planned construction of the mini-hydroelectric power plant (MHP) “Studenica S4 – Gradina” on the Studenica River, in the city of Kraljevo, and we provide full support to the demands of citizens and their associations, and especially the citizens of Usce, for the suspension of all activities for the construction of the MHP in question, the prohibition of its construction, and the protection of the entire course of the Studenica River and its gorge.

Damming and submerging part of the Studenica Gorge would cause permanent and irreversible harmful consequences for the Golija Nature Park and the overall ecosystems, which include a large number of rare, relict, protected, strictly protected and endemic species of plants and animals, making this area a unique refuge for flora and fauna of global importance.

Studenica is the fundamental value and lifeblood of the ecosystem of the mountain ranges of Golija, Čemerno and Radočel, which is why it is included in the UNESCO Man and the Biosphere program as the Golija – Studenica Biosphere Reserve.

The construction of the Studenica S4 – Gradina mini-hydroelectric power plant, as well as possible other interventions along the entire course of the Studenica River, would represent a disruptive factor, not only in the part of the gorge intended for submergence, but also in the entire basin and a serious risk to the ecological and landscape values ​​of the Golija Nature Reserve and the Golija – Studenica Nature Reserve.

The area planned for the construction of the Studenica S4 – Gradina HPP, according to the CORINE land database, is characterized by exceptional biological diversity. Here, agricultural areas alternate with natural elements such as groves and forests rich in endangered and rare plant species.

Although mini-hydropower plants are often presented to the public as an environmentally friendly source of energy, their construction has serious consequences for nature – they disrupt the water regime, threaten biodiversity, and change the natural dynamics of rivers.

Water is not only a source of energy, but, above all, a source of life and a key factor in preserving the natural balance. Its movement ensures the transport of nutrients, creates necessary habitats and enables the survival of many plant and animal species and humans. Any change in the watercourse, especially caused by the construction of a 30m high and 100m wide dam, will certainly have far-reaching negative consequences for the river, its basin and the protected area through which it flows almost its entire course.

Disruption of this natural cycle can lead to habitat loss and disruption of ecological processes. In addition, additional damage is caused by the construction of access roads and associated infrastructure, which leads to deforestation, the drying out of wetlands, soil erosion, and the loss of natural cover.

Serbia is a country with limited water resources. Unfortunately, many watercourses in hilly and mountainous areas, where most mini-hydropower plants are being built, are already seriously degraded precisely because of them. There are already six mini-hydropower plants in the Studenica basin, and a seventh is now planned, which further increases the pressure on this fragile ecosystem. Therefore, no further works and activities should be undertaken in the Studenica basin, gorge, valley and riverbed except those aimed at protection, scientific research purposes, sports, recreation and renaturalization – returning the damaged parts to a natural or close-to-natural state.

We are convinced that this position of ours, together with the scientific, expert and popular initiative of the citizens of Ušće and Kraljevo and environmental associations, will contribute to stopping the unreasonable, unjustified and harmful project of building a small hydroelectric power plant on Studenica and to contributing to the permanent and effective protection of this entire area with natural and created values ​​of world importance and to respecting the justified demands of the citizens of Ušće.

We appeal to the authorities of the city of Kraljevo, the Government of the Republic of Serbia, UNESCO and IUCN to do everything within their jurisdiction to prevent the devastation of the Studenica River and to take measures to protect it and the natural wealth of this area.
